Terms and Conditions for Cylinder Inspection, Testing, Cleaning, and Gas Filling Services
Customer Summary – Cylinder Servicing & Gas Filling
Here are the key points you need to know when leaving cylinders with us:
- Safety comes first – All Cylinders and Valves are inspected and tested to recognised UK standards (IDEST / HSE). If something is unsafe, we won’t use it
- Failed Cylinders or Valves – If a Cylinder or Valve fails inspection or testing, it will be permanently disabled or destroyed for safety reasons
- Gas fills
- Cylinders must be in test and safe to fill
- For Nitrox, Oxygen, or Trimix, you’ll need to show appropriate certification before I will fill your cylinder
- Oxygen Clean – If you’ve had O₂ Cleaning done, keeping it clean after collection is your responsibility
- Turnaround times – I aim to complete work promptly, but times can vary depending on workload
- Air Quality – My Breathing Air is tested quarterly by an independent specialist to ensure it meets all required standards
- Collection – I will let you know when your Cylinder is ready. Please collect it promptly
- Uncollected Cylinders – Items left with us for more than 30 days may incur Storage Charges and could eventually be Sold or Disposed Of to recover costs
- Payment – Payment is due on collection
The Small print
1. General
By submitting any cylinder(s) to our workshop, the customer agrees to be bound by these Terms and Conditions. All work is carried out in accordance with current industry standards, including those set by IDEST (Inspectorate for Diving Equipment Servicing and Testing), the Pressure Systems Safety Regulations 2000 (PSSR), and relevant BS EN / ISO standards where applicable.
2. Scope of Services
I provide the following services:
- Visual Inspection of Cylinders
- Hydrostatic Pressure Testing of Cylinders
- Oxygen Cleaning (O₂ Cleaning)
- Gas filling (including Air, Nitrox, Oxygen and Trimix)
All services are performed by trained and qualified personnel using appropriate equipment and procedures.
3. Compliance with Standards
All inspections, testing, cleaning, and gas filling procedures are conducted in accordance with IDEST requirements and applicable UK legislation. Cylinders will be stamped, labelled, or certified to indicate pass or failure status where appropriate.
Breathing Air Quality is monitored in accordance with Health and Safety Executive (HSE) guidance. Air Quality Testing is conducted at least quarterly by a competent and independent third-party organisation to ensure compliance with applicable breathing air standards.
4. Customer Responsibility
- The Customer must ensure that all Cylinders presented are safe to handle unless otherwise declared.
- Any known damage, contamination, modifications, or previous issues must be disclosed at the time of submission.
- Cylinders must be clearly identifiable as the customer’s property.
- Cylinders presented empty, internally contaminated, or in poor condition may incur additional charges or be refused service.
5. Refusal of Service
I reserve the right to refuse inspection, testing, cleaning, or filling of any Cylinder deemed unsafe, non-compliant, or unsuitable for the requested service.
6. Liability and Testing Risk
- All reasonable care will be taken during servicing.
- The Customer acknowledges that Hydrostatic Testing subjects Cylinders to stress and may result in failure due to pre-existing defects or structural weaknesses.
- I accept no liability for failures that occur as a result of such inherent defects.
- I am not responsible for consequential losses arising from Cylinder failure, delays, or inability to complete services.
7. Failed Cylinders
- Cylinders that fail Inspection or Testing and are deemed unsafe for further use will be condemned.
- Where required for Safety, such Cylinders will be rendered unusable (e.g. by drilling or Valve removal) to prevent further use.
- By submitting a Cylinder, the Customer agrees to this condition.
8. Failed Valves
- Cylinder Valves that fail Inspection, Testing, or Servicing and are deemed unsafe or unfit for continued use may be condemned.
- Where necessary for Safety, failed Valves will be rendered permanently unusable or destroyed to prevent further use.
- By submitting equipment for Service, the Customer acknowledges and accepts that unsafe valves will not be returned in a usable condition.
9. Gas Filling
- Cylinders will only be filled if they are within valid test dates and deemed safe and suitable for the requested gas.
- I reserve the right to refuse filling any Cylinder for safety or compatibility reasons.
- The Customer is responsible for ensuring the Cylinder is appropriate for the intended gas type and use.
- For gas fills other than standard Compressed Air (including but not limited to Nitrox, Oxygen, and Trimix), Customers must provide valid and appropriate Certification or Proof of Qualification prior to filling.
- I reserve the right to refuse the sale or filling of such gases where suitable evidence of training and competence is not provided.
10. Oxygen Cleaning
- Oxygen Cleaning is carried out to recognised industry standards.
- Maintenance of Oxygen-Clean condition after collection is the responsibility of the customer.
- Any contamination after service voids Oxygen-Clean status.
11. Turnaround Times
- Estimated turnaround times are provided as guidance only and may vary depending on workload, parts availability, or third-party services.
- I accept no liability for delays.
12. Subcontracting
Where necessary, services may be subcontracted to approved third-party IDEST-registered testing facilities, or other specialists.
13. Collection and Storage
- Customers will be notified when their Cylinder(s) are ready for collection.
- Cylinders should be collected promptly upon notification.
- I reserve the right to charge reasonable storage fees for items not collected within a reasonable timeframe.
14. Uncollected Cylinders
- Cylinders not collected within 30 days of notification may be considered abandoned.
- I will make reasonable attempts to contact the customer using the details provided.
- If the Cylinder remains uncollected, I reserve the right, in accordance with applicable UK law (including the Torts (Interference with Goods) Act 1977), to:
- Apply storage charges
- Sell, recycle, or otherwise dispose of the cylinder
- Any proceeds from sale may be used to offset outstanding charges, testing costs, and storage fees. No guarantee is made that proceeds will exceed such costs.
15. Payment Terms
- Payment is due upon collection unless otherwise agreed in writing.
- I reserve the right to retain possession of Cylinders until full payment has been received.
16. Damage or Loss
- Any claims for damage or loss must be reported at the time of collection.
- I am not responsible for loss or damage caused by events beyond our control, including but not limited to fire, theft, or natural causes.
17. Amendments
I reserve the right to amend these Terms and Conditions at any time. The latest version will be available upon request or displayed at the Workshop.
18. Governing Law
These Terms and Conditions are governed by the laws of England and Wales.
By submitting Cylinder(s) for Service, the Customer confirms that they have read, understood, and agreed to these Terms and Conditions.
